Raymond Beltran is a Fort Worth native, U.S. Marine Corps veteran, and graduate of the University of Texas at Arlington. His professional background includes management, operations, finance, and human resources, along with experience working in Iraq and Afghanistan. These experiences helped shape his commitment to integrity, discipline, accountability, and dependable leadership.

With five years of experience in construction and facilities maintenance, Raymond combines practical industry knowledge with a broad understanding of business operations. He founded PHLACO on the belief that quality construction is only the beginning—protecting an investment requires reliable ongoing maintenance, attention to detail, and a commitment to lasting value.
