About Raymond Beltran
Founder of PHLACO

Raymond Beltran is a Fort Worth native, U.S. Marine Corps veteran, and graduate of the University of Texas at Arlington. His professional background includes management, operations, finance, and human resources, along with experience working in Iraq and Afghanistan. These experiences helped shape his commitment to integrity, discipline, accountability, and dependable leadership.

With five years of experience in construction and facilities maintenance, Raymond combines practical industry knowledge with a broad understanding of business operations. He founded PHLACO on the belief that quality construction is only the beginning—protecting an investment requires reliable ongoing maintenance, attention to detail, and a commitment to lasting value.

Through PHLACO, Raymond strives to uphold the principles that guide his leadership: honesty, responsibility, sound judgment, and follow-through. He believes trust is earned through consistent performance, open communication, and keeping commitments. His goal is to deliver quality work, protect his customers’ investments, and build lasting relationships founded on mutual respect and dependability.

The name Phlaco

Phlaco is named after a past dog who one day showed up at Ray’s  front door as a puppy.  He showed up a little skinny and in need of a home.  So Ray decided to name him flaco which means skinny in Spanish only with a PH in place of the F to give the name a twist.  Phlaco was a well loved and loyal companion.
